Review ACL levels for "chief editors"

The chief editor is a new level between level "editor" and "manager". It is thought for users which have full functional competence over a website but don't want to perform actions where technical competence is needed to judge the impact. See Access levels for a full description.

Users which need full functional competence had to use ACL level "Manager" up until OpenWGA 6.1, which opens up the possibility to perform some technically dangerous operations. You might want to review after your update to OpenWGA 7.0 if you have users who would rather choose "chief editor" for their level.
