On object	Database
Usage	Returns if the user has at least access level CHIEFEDITOR on this database
Description	This method also returns true if the user has a higher access level than CHIEFEDITOR.

Allowed in script types	WebTML pages and normal WebTML actions Master actions TMLScript tasks in jobs Content type events
